New proposals to reform the Planning System – Deadline Looms!
Following the controversial report by economist Kate Barker, the Government intends to publish a White Paper on proposals to reform the planning system in Spring 2007. The Barker report contains some disturbing recommendations which would reduce the effectiveness of planning as a environmental tool. It suggested there should be a presumption in favour of development, questioned the role of Green Belts in controlling urban sprawl, and proposed the creation of an independent Planning Commission to take decisions on major infrastructure projects.
